Abstract：Thepromulgationofpoliciescanserveasatheoretical basisandsupprttopromotethedevelopmentand progressof practice.Analyzing theevolutionlawsofpoliciesrelatedtogrenorganicagriculturalandlivestockproductsin Qinghaiisofgreatpracticalsigniicanceforfurtherimprovingteolicyegalegulatorystemandistitutionaloof organicagriculturalandlivestockproductsinthenewera.Firstofall，theevolutionofgreeorganicagriculturalandlivestock productspoliciesinQinghaiProvincecanbesummarizedastheinitialstageofexploration（2008-20l3），preliminaryforation stage（014-2018），developmentstage（2019-present）；secondlytheevolutioncharacteristicsofthedevelopmentpolicyofgreen organicagriculturalandlivestockproductsinQinghaiProvinceare：theprincipleofecologicalpriorityrunsthroughtheentire policyevelopmentproces；theultimategoalandconceptofthepolicyaretoachieveorganicintegrityandcommonprosperity ofecologicalproduction，ecologicaleconomyandecologicaleconomy.Althoughthegovermmenthasmadealotofuseful explorationsintop-leveldesignandpolicyimplementationforthedevelopmentofgreenorganicagriculturalandlivestock products，therearestillsomeoutstandingproblems.Therefore，thefuturedevelopmentofgreenorganicagriculturalandlivestock productsinQinghaiProvinceshouldaccuratelygasptheprovincialsituationandadheretotheecologicalfirstprinciple.Thefirst principleisthebotomline，thepremiseisconsolidatingtheindustrialfoundation，thegoalisincrementalqualityimprovement， thecoreistechnologicalinnovationandtalentsupprtistechnologicalinovationandtalentsupport，andthegoalisto supplementthechainandexpandthetransmision，soastopromotetheconstructionofQinghaiProvince'sgrenorganic agricultural and livestock products export areas.
