Abstract：This paper providesanin-depth analysisofthe legalrelationshipamong theRadio EquipmentDirective （RED） 2014/53/EU，theAmendingDirective （EU）2022/2380，andtheDelegatedRegulation （EU）2023/1717oftheEuropean Union.These threelegal documents formadynamic legal system thatisclearly tieredand functionallycomplementary.As thecomerstoneofthisframework，Directive2014/53/EUestablishesbasicmarketaccessrequirementsforradioequipment， ensuringhealth，afetyandeientspectrumuse.Builingotisfoudatio，irectie/380，asadrectmdet introduces a mandatory commoncharger policy to reduce electronic waste and improve consumer convenience.Delegated Regulation2O23/77intu，providescrucialtechnicaldetailsfortispolicybyeferencingspecificsectoralstandards， therebytranslating thepolicy goals into enforceableand verifiabletechnicalspecifications.The studyalso explores the globalimpactofthis legal framework.Byleveraging its vastmarketsizeandstringentregulatorystandards，theEU's commonchargerpolicyis giving risetoaphenomenon knownasthe“Brussels Effect’，where non-EUcompanies，to gain market access，choose toadoptEU standards globally.Apple's worldwide transition from the proprietaryLightning connectors to USB-Cconnectors servesas the most prominent exampleof this effect.This legal structureis notmerely an nternalEUcomplianceframeworkbuthasalso becomeapowerfulforce inshapingglobaltechnical standards for the electronics industry.
