Comparative Analysis of Standardization Certification Systems for Crossborder Railway Locomotives

Abstract：WiththepromotionoftheBeltandRoadInitiativeandtherestructuringofthecompetitivepateroftheglobal railwayindustry，thestandardizationcertificationsystemofcros-borderrailwaylocomotiveshasbecomethecoreelement affecting technologyoutputandmarketacces.This paperselectsfive majoreconomies，amelyChina，theEuropeanUnion， Russia，theUnitedStates，andJapan，andcomparesandanalyzesthesimilaritiesanddiferencesintheirstandardization certificationsystems forrailway locomotives fromfive dimensions：certification bodysetings，technical regulatory frameworks，testing requirements，mutualrecognition agreements，and update mechanisms.Combining thechallenges ofcertfcation forChina-EuropeRailwayExpressandthecertification barrers forNorthAmerican locomotive exports， this paperreveals theobstaclesof system fragmentationto internationaltrade，andproposes suggestions forbuildingan international mutual recognition framework.
