Abstract:The15thFive-YearPlanperiodisacriticalstageforChina’sfoodindustrytomakealeapfromthe“safety baseline”tothe“highqualityline".TheNationalQualityInfrastructure(NQI),which includes thefourcoreelements ofstandardization,metrology,inspectionandtesting,aswellascertificationandaccreditation,providesstematic momentum tosupport thetransformationofChina’sfoodindustrythroughitssynergisticeffects.Basedonthespiritsof the 2025anual metingofSAC/TC313onfoodqualitycontrolandmanagementstandardization,this papersystematically elaboratesontheimplementationframeworkofNQI elementsempowering foodqualitysafety,andqualityconsumption fromthreedimensions:theorypathwayndpatern.Theresearchindicatesthatstandardssoulderveasthelead,anda whole-chainqualityassuranceclosed loopshouldbeestablished,covering“source-production-cireulation-consumption". Through multiple measuressuchas buildingcollaborative platforms,deepening thematicresearch,promoting bestpractices, andstrengtheningconsumereducation,anewpaternofmulti-stakeholderco-governancecanbeformedinvolving the government,industryterprises,ndsociety.Teesearchsultsprovidetheoreticaleferencesandpracticalpaadigm for promoting quality improvement and upgrading in the food industry.
