Abstract：Underthebackgroundofmarketizationofdataelements，ithasbecomeaconsensus tobuildanationalunified datapropertyrightregistrationsystem.Datapropertyrightregistrationhasmultiple theoreticalsupports.Fromthelegal perspective，theeconomicvalue，scarcityandlaborempowermentofdataconstitutethe basisof propertyrights.Fromthe institutionalperspective，the“threpowerseparation”framework，whichisproposedbythenationalpolicyonestablishing adatafoundationalsystemforbeterutilizetheroleofdataelement，andmulti-levelpoliciesprovidestrategicguidancein coordination.Fromthetechnicalperspective，blockchaindeposit，privacycomputingandothertechnologiescanresolvethe conflictbetweenreplicabilityandexclusivity.Atpresent，thedificultiesofdatapropertyrightregistrationmainlyinclude theconfusionofobjectsandregistrationsubjects，andunclearresponsibilitiescausedbytheambiguityofvalidityand improperoperationduetotheabsenceoflegislation.andtheprivacyconflictandisolatedsystemarising fromthe technical botleneck.Intisegard，thepaperproposestheconstructionpathofanationalunifedregistrationsystem，andestablishes theentityrightsthroughtheformulationofregulationsforthedatapropertyrightsregistration.Also，thenationalstandard forobjectclasifiationsouldbedeveloped，“national-provincial”collaborativeinstitutionsshouldbestablshedndthe mainchain structure should be created torealizecross-domain mutual recognitionand dynamic govermance.The system providesaninstitutionalenginefortheinclusionofdataasetsinthebalancesheetandtheconstructionofaunifiednational market，and promotes the value release of data elements and the modernization of governance.
