Abstract:The U.S.carbon market exhibits a "botom-up"regionalizedcharacteristic,lackingafederal unified system, andhas formeda regional emisions trading system (ETS)centeredaround the RegionalGreenhouseGas Initiative(RGGI), California'scarbon market,and Washington State'scarbon market.Byanalyzing the development overview,operational features,andfuture trendsof majorregional carbonmarkets,andtaking NucorCorporationas acase study,this research explores theemissionreduction strategies,participation pathways inthecarbon market,technological innovationlayouts, andfinancial instrument applicationsof U.S.stel enterprises undercarbon constraints.The findings indicatethat the U.S.carbon market is evolving toward tightening caps,expanding coverage,and exploring regional coordination. Steel enterprisesaddress carbon cost challenges through diversified technological emisson reductions,carbon asset development and utilization,industrycollaboration,and policyresponsiveness, with thesepractices providing critical references for the global steel industry's low-carbon transition.
