Abstract：The stee industry has fallen into a loss-making predicament due to factors such as macroeconomic fluctuations andovercapacityHowever，ValinStee，astate-controlledlistedcompany，hasachieved profitsagainstthe trend.This paper finds thatithas broken throughthe difficulties byrelying onareasonable balance sheet structure， strong cash flow，costleadership，optimized productstructure，and industrialchainsynergy.Moreover，thePartybuilding leadership has deeply empowered in strategic decision-making，talent cultivation，cultural construction，and social responsibilityfulfilment，thus establishing aprofit systemthatcan withstand economiccycles.This provides amodelfor thetransformationof the manufacturingindustryandofers ideas forfinancialoptimizationand profitimprovementforthe industry and similar enterprises.
