Abstract:Comprehensivelypromotingruralrevitalizationisanimportantnationalstrategywhosecoreistomakeupforthe shortcomingsofagriculturalandruraldevelopment,promotecordinateddevelopmentofurbanandruralareas，andsolvethe problemofunbalancedregionaldevelopment.Terefore,uralregulationsandregulations,asanefectiveforofgrasrootssocial governancethathasbeentestedinpracticeplayanieplaceableandimportantrole.Bysortingouttheunderlying logic, practicaldilemmas,andfunctionalmechanismsofuralrulesandregulationsinthecontextofcomprehensivelypromotingrural revitalization,thisarticleproposespracticalpathstoimprovetheruralrulesandregulationssystem.Researchfoundthatrural rulesandregulationsplayanimportantroleinruralgovernance，culturalinheritance，ordermaintenance,andinterpersonal relationshipadjustment，andtheirefectiveperformancecanprovideinstiutionalguarantesandculturalsupportforrural revitalization.
