Abstract：TheintegrationofcultureandtourismhasbecomeoneofthecorepathstopromoteruralrevitalizationDigital empowermentandurban-ruralinteractionserveaskeysupports，formingacircularandprogressvecollborativemechanismwith theintegrationofcultureandtourism.Thedynamiccouplingofthethreeconstitutesthecoreoftheigh-qualitydevelopmentof theculturalandtourismindustrylogic.Handanhascharacteristicculturaltourismresourcesthatare"culturallintensiveinthe Urbanareaandecologicallchinruralareas.Ihasprofoundhistoricalheritageanddiversenaturallandscapes.Inrecntyears， thescaleoftheculturaltourismindustryhassteadilyexpanded，butitstillfacesinsuficienttechnologicalempowerentin development，weakurban-rurallinkage，andculturalIPhomogenizationandotheroutstandingisues.Thispapertakesthedual driveof digitalempowermentandurban-ruralinteractionasaresearchperspective.Basedonanalyzingthesynergymechanismof thethree，itfocusesonthecorepainpointsofHandansulturalandtourismintegrationandfromimprovingdigitalinfrastructure developingdigialculualandtorsmproducts，reatingharacteriscIndcultivatingprofessoaltalents，itegratingubanand ruralindustrial chains，and stablishingcooperation funds，the paper proposes targeted integrated development paths.
