数字技术赋能乡村治理的困境及纾解

——基于“制度-价值-主体"的分析框架

Abstract：Thedeepintegrationofdigitaltechnologyandruralsocietyhastriggereddepchangesinruralgovernance methods，greatlypromotingthemodemizationofruralgovernancesystemsandgovernancecapabities.However，muliple dificulteshavealsoemergedintheprocessofdigitaltechnologyempoweringruralgovernance.Basedonthethree-dimesional analysisframeworkof"system-value-subject"，systematicallyaalyzetheobstaclesofdigitalruralgovernanceintheinstitutional dimension，suchasdatabariersaessmentalienation，andpolicysuspension.Theresearchfindsthat：inthedimensionof value，thereareproblemssuchastechnicalrationaltyimpactinglocalethics，digialculturecausingaphasiaoftraditionalculture; Inthesubjectdimension，thereareproblemssuchaslimitedparticipationofvillagers，failureofmulti-synergyand marginalzationofdigitalvulnerablegroups.Toalleviatethepracticaldilemmaofdigitaltechnologyempoweringruralgoveance， systematicpathinnovationisrequired.Throughdataintegration，asessmentreshaping，andpolicyimplementationoptimizethe institutionalenvironment，promotetheintegrationandsymbiosisoftechnicalrationalityandlocalethics，buildamultigoveance patern，andensuretheinclusivesharingofdigitaldividends.Utimately，thesynergyandmutualpromotionofthesystemvalue andsubjectwillberealized，andthehealthyandsustainabledevelopmentofdigitalruralgovernancewillbepromoted.
