数字技术赋能乡村治理的机理研究

Abstract：Againstthebackdropofdigitaltransformationprofoundlyreshapingthefoundationallogicofnationalgovernance， ruralgoveranceisundergoingaparadigmshift-fromtraditionalgrid-basedmanagementtowardintellgentgovernance.However， challengessuchasthehomogeneityof governanceactors，ambiguousobjectives，amismatchbetweenservicesupplyandresidents needs，andunevenregionaldevelopmentcontinuetoconstrainimprovementsingovemanceeficacy.Drawingoninterdisciplinary perspectivesfrompoliticalscienceandpublicadministration，thispaperconstructsatheoreticalframeworkof"technologyinstitution-value"tridimensionalinteractiontosystematicallyelucidatetheinternallogicandimplementationpathwaysofrural digitalgovernance.Thestudyarguesthat，supportedbydigitaltechnologiessuchasbigdataandtheIntemetofThings，this governancesystempromotesmulti-stakeholdercolaborationby"restoringdataownershiptothepeople，"optimizesdecisionmakingproceses，andachievesprecisealignmentofpublicservices.Indoingso，itfacilitatesthedecentralizationofgovernance authorityandenhancesoverallgoverancecapacity.Movingbeyondsuperfialdescriptionsof technologyapplicationprevalentin existingstudies，thispaperseekstouncoverthesynergisticmechanismsoftechnologicalempowerment，institutionaladaptation， andvaluereorientation.Itaimstoprovideatheoreticalfoundationandpracticalinsightsforconstructingaruraldigital governance system suited to the Chinese context，and for advancing uban-rural integration andrural revitalization.
