Research on the “three-dimensional synergy” pathway for high-quality development of ecological fisheries in mountainous areas of Yanhe County

Abstract:To explore the high一quality development pathways for ecological fisheries in resource一constrained mountainous counties,this study takes Yanhe County in Guizhou Province as a case study. It employs a comprehensive approach integrating empirical analysis， policy text analysis，and case study methods to evaluate the current status of its industrial development in 2O24.The results indicate that the county has achieved phased progress in terms of industrial scale，spatial layout，and governance. The total aquatic product output reached 6,772 tons，the integrated rice一fish farming area exceeded 3,334 hectares，and the fishery output value amounted to 175 million yuan. But at the same time,the fishery industry in Yanhe County is also facing three underlying contradictions persist:“goals versus resources”“protection versus development” and “models versus support systems” manifesting as insufficient investment，short industrial chains，and weak technological support. In response,this paper inovatively proposes a systematic“three一dimensional synergy” pathway: implementing the strategy of stabilizing scale，upgrading standards，and extending chains in the industrial dimension；establishing an integrated mechanism of rigid constraints，flexible compensation，and smart supervision in the governance dimension； and deepening the integrated innovation model of technology empowerment, entity cultivation，and brand driving in the momentum dimension. This research provides theoretical and practical references for the transformation and upgrading of ecological fisheries in similar regions.
