Abstract:Large-scale aquaculture surges tailwater discharge;traditional practices cause excess N/P emissions，threatening ecosystems and industry sustainability. The "source- process 一end" fullchain governance overcomes single—link limits. This paper focuses on its construction/optimization to form a replicable green system，shift pollution control from passive to active，and aid low一carbon transition and water quality improvement.
