Study on the synergistic development of conservation一oriented marine ranching and fishing port functions for offshore fishery resources

Abstract：The synergistic focus on resource conservation and coordinated service provision between conservation一oriented marine ranching and fishing port functions is key to balancing ecological protection and industrial development in offshore fisheries，serving as the foundation for sustainable fishery practices. Based on the case study of Rizhao City，this paper analyzes the current status of conservation一oriented marine ranching and fishing port development for offshore fishery resources. It identifies four existing issues： planning coordination，facility support， regulatory linkage，and conservation and aquaculture practices. Furthermore，it proposes synergistic pathways， including optimizing spatial layout，upgrading fishing port facilities，strengthening coordinated supervision，and improving the quality of ecological aquaculture， providing references for related practices in coastal regions.

海洋渔业是保障国家粮食安全、激活蓝色经济的重要支撑，《国家级海洋牧场示范区建设规划（2017一2025年）》明确提出“高标准、高起点地建设一批国家级海洋牧场示范区"1]，《全国沿海渔港建设规划（2018一2025年）》也提出了推动形成10大沿海渔港群、93个渔港经济区的建设目标[2]，为近海渔业高质量发展锚定方向。（剩余4893字）
