Research on Australia's Food Policy Formulation， Regulatory Standards， and Incident Response System

Abstract

This paper focuses on three core aspects of Australia's food system： the food policy formulation process， the regulatoryand standards framework，and the food incident response mechanism.It systematically analyzesthepolicydevelopment proceduresoutlined inthe RegulatoryPolicyFramework，theregulatory systemcenteredon theFood StandardsAustralia New ZealandActand theFood Standards Code，and the“identification-investigation-control”closed-loop response to food incidents.Thestudy shows that Australiaachieves proactiverisk preventionand rapid emergency response in food safety througha scientifically rigorous policy-making mechanism，awel-tiered regulatoryandstandardssystem，andanefcient andcoordinated incident response process.This paper may provide insights for improving China's food policies，regulatorystandards，andemergencyresponsecapabilities.
