A Study on the Complex Causes of Food Safety Crimes and Systematic Governance in China

Abstract
Food safety issues are rooted in primary causes, such as the structural tensions during the social transition period,market failures within the economic transformation,and the synchronic dilemmas arising from "compressed" modernization. Simultaneously,they are significantly influenced by reactive causes, including loopholesinadministrativesupervision,inadequate criminal punishment,and insuficientsocial cogovernance. Consequently,addressing and managing food safety risks constitutes a systematic project. On one hand,it is essential to initiate source governance by optimizing the social structure and economic environment to dissolve the breeding ground for primary criminality.Onthe other hand,process control must be optimized bystrengtheningadministrative regulationandcriminalgovernance toenhance the effectiveness of reactive control. Furthermore,great efforts should be made to improve the collaborative framework involving multiple stakeholders to consolidate concerted governance efforts.
