Abstract

Thispaper takes the implementation of the Regulations on the Supervisionand Managementof Catering ServiceChain Enterprises inFulfiling Food SafetyResponsibilitiesasthe background,focusing on the practical challenges facedbychaincatering enterprises in food safetymanagement.Itanalyzes three major issues:insuffcient emergencycoordination,weak headquarterscontrol,and imbalancedauthorityresponsibityallocation in keypositions.Basedon the institutional innovations of the new regulations,this study proposesatripartite collaborative governance approach: Enterprises should adopt a smart three-step strategytostrengthencontrolfoundations,regulators need tosynergizewithcertificationbodies toenhance traceabity governanceand certification empowerment,while the industry should establish shared R&D platforms toelevate professional capabites.This paper aims to propose systematic strategies for improving thecollaborative whole-chain regulatory systemand reinforcing corporateaccountability,therebypromoting the integration of standardization and high-quality development in the chain catering industry toward a sustainable pathway.
