Safety Management Pathways and Insights for Overseas Railway Project Construction under the Belt and Road Initiative ： Evidence from Typical Case Studies *

Abstract：Driven bythe Beltand Road Initiative，the number of overseas railway projects undertaken by Chinese enterprises has continuedto grow，covering a wide range of regions acrossAsia，Africa，Europe，and beyond. These projectshavenotonlycontributedtoimprovements ininfrastructure incountriesandregions alongtheroutes，buthavealso deepened economic and technological cooperation as well as people-to-people exchanges between China and other countries.However，the construction of overseas railway projects is generally confronted with multiple challnges，including complex geopolitical environments，significant diferences in legalandregulatory systems，harsh natural conditions，and language and cultural bariers，which place considerable pressure on safetymanagement in particular.Acordingly，this research selects representative overseas railway projects asresearch objectsand，from thedual perspectives of publicsecuritymanagementand production safety management，conducts an in-depth analysis of the major risks andcorresponding response strategies encountered duringthe planning，construction，and operation stages of typicalcases.Itsystematicallysummarizes successful practices and typical lessns learned，and，inlightof the current international situation and technological development trends，providesa forward-looking asessment of emerging trends and new demands insafety management for future overseas railway projects.The findingsof this study aim toofer practical safety management references and improvement suggestions for Chinese enterprises engaged inoverseas ailway infrastructure construction，thereby enhancing overallrisk prevention and controlcapabilities and promoting sustainable project development.

“一带一路”倡议提出近10 年来，我国企业在亚洲、非洲、欧洲等地区积极推进铁路等基础设施建设，境外铁路项目已成为促进区域互联互通、经济融合与人文交流的重要抓手，被誉为连接民心、推动发展的“黄金通道”[1]。（剩余10273字）
