Innovative Practice of a Smart Construction and Management Platform for Water Diversion and Transfer Projects Driven by the Integration of Standardization and Informatization： A Case Study of the Jiangsu South-to-North Water Transfer Project *

Abstract：Water resources constitute a foundational sector supporting high-quality economic and social development. However，collborative management chalenges in water diversion and transfer projects can constrain its progress.To address these issues，this studyproposes an innovative smartconstructionand management model based onthe integrationof standardizationand informatization.Buildingon the practical experience of the Jiangsu South-to-North Water Transfer Project，atheoretical framework forthe“dual integration”（standardizationand informatization）issystematicall constructed，encompasing fourlayers：strategicguidance，organizational collaboration，institutional norms，and technological empowerment.A“ 1+3+N ”three-dimensional matrix standardization system is established，centered on the project legal entityand covering 14corebusiness modules across the project lifecycle.By integrating technologiessuch as BIMand GIS，asmartconstructionand management platform is develoed，forming atechnical pathwayof “IoTsensing，datamiddeware，and intelligent decision-making”，which enablescross-regional collaborativecontrolof pumpingstation clustersand ful-lement digital managementof theproject.This model significantlyenhances multisectioncollaborative efciency through thedeep integrationof standardizedsystemsanddigital technologies，providing areplicable systematic solution forthe intellgent constructionof super-large-scale water diversionand transfer projects and thereby advancing the modernization of governance systems in the water resources sector.
