Research on Investment Risks of Construction Waste Resource Utilization Projects under the PPP Model

Abstract:Against the backdrop of“zero-waste city”construction,the resourceutilization projects of construction waste have developed rapidly.However,due to the immature investment and financing models,these projects generally face significant investmentrisks.Taking thePublic-Private Partnership(PP)modelas the research object,18 risk factors were identified through literature analysisand expert interviews.Then,the Decision-Making Trial and Evaluation Laboratory(DEMATEL),Interpretative Structural Modeling(ISM),and Multi-Index CrossImpact Matrix Multiplication(MICMAC)methods were employed to systematicaly analyze the importance,hierarchical structure,and dependency-driven relationships of theserisk factors.Theresearch indicates thatthepolicyandregulationadaptability for constructionwasteresourceutilizationand environmental protectionrisksare thefundamentalrisk factors,,whilemarketcompetitionandcost overunsarethemost direct risk factors.Theresearch findings areof greatsignificanceforimproving the investment risk prevention andcontrol system of construction waste resource utilization projects under the PPP model.
