Research on the Dynamic Organizational Design of Large-Scale River Renovation Projects Under the “ Government-Market" Dual Mechanism: A Case Study of G River Renovation Project

Abstract:Large-scale river renovation projects play a fundamental role in ensuring flood-control safety,maintaining river regime stability,promoting ecological protection,and fostering regional socio-economicdevelopment.Typically categorized asmajor hydraulicenginering projects,theyare characterized bysubstantial investment scales,extended construction cycles,and a multitude of complex factors. These characteristics pose significant challnges to organizationalmanagement,thereby highlighting thecritical importanceof scientificorganizational design.Building uponthe fundamental institutional framework of major waterconservancy projects—namely,‘ government leadership coupled with market mechanisms’—this paper proposes a tiered organizational system for project implementationunder the dual influence of governmentand market forces.This system encompases multiple levels,including top-level project organization and project transaction organization,alongside specific design considerations.Taking the GRiver Renovation Projectforcase study,this paper analysesthe project'scharacteristicsandproposes corresponding organizational stratificationdesignsacrossfourlevels:top-level projectorganization,projecttransactionorganization,projectcompanymanagement organization,and on-site management organization.This study aims to provide reference for similar major projects.
