Optimization strategies for village planning formulation and implementation from the perspective of rural revitalization

Abstract This paper took Baihe Village， Susong County， Anhui Province as a case study to elaborate on the goal positioning of village planning formulation and implementation from the perspective of rural revitalization. It analyzed the key aspects that require attention during the formulation and implementation of village planning and proposes optimization strategies. The formulation of village planning should clearly set goals such as optimizing land resource allocation and industrial layout， improving infrastructure functions， and highlighting regional characteristics， in order to enhance the quality of the planning. The implementation of village planning should strengthen supervision over the planning execution process， promote systematic village renovation， and establish a dynamic management mechanism to ensure effective implementation of the plan. Focusing on the key aspects that need attention in the formulation and implementation of village planning for Baihe Village， and in light of the village planning goals， the following optimization strategies are proposed： enhance the feasibility and regional adaptability of planning formulation by coordinating the overall positioning of village planning， reasonably determining the formulation approach， and increasing villagers' participation; improve the effectiveness of village planning implementation by strictly enforcing regulatory systems， strengthening the optimization of village spatial functions， and establishing a full-cycle guarantee mechanism for implementation. This paper provides a reference for improving the quality of village planning formulation and the effectiveness of its implementation.
