Abstract ObjectiveTo investigate the current status of clinical and medical technology Party branches in public hospitals in Beijing participating in the decision一making processfor major departmental issues，with theaimoffurther improving the decision一making participation mechanism.MethodsA convenience stratified sampling method was employed toselect 82clinicaland medical technologyPartybranchesfrom1Opublichospitals inBeijing.Theformulation andimplementation of the "three majors and onelarge" system were analyzed，and targeted recommendations were proposed. ResultsThe majority of clinical and medical technology Party branches in the hospitals were independent branches，accounting for 65.85% ，while joint branches accounted for 34.15% . The awareness rate of Party branches participating in decision-making on major departmental issues was 97.37% . The main issues identified included insufficient communication prior to decision-making participation （37.17% ），unclear boundaries regarding participation matters （35.53% ），and non-standardized forms of decisionmaking （28.29% ）. The participation of Party branches in decision-making on majordepartmental isues was primarily influencedby the typeof Party branch，thecomposition and number of core group members，with Party branch secretaries，as core group members，demonstrating superior decision -making effectiveness compared to Party branch committeemembers.ConclusionIncreasing the proportion of independent Party branches，scientificall incorporating core group members，strengthening pre一decision communication， and implementing full-process supervisionare efective measures to promote the implementation of Party branches participation in decision-making on major departmental issues.
