Abstract ObjectiveTo systematically summarize the experiences related to horizon scanning (HS) and early value assessment (EVA)of digital health technology(DHT)in the UK,providing references for establishing relevant mechanisms in China.MethodsUsingliterature review and case analysis methods,we searched domestic and international databases aswellas oficial British institutional materials to systematicallyreview the institutional setup,workflow,and typical cases of HS and EVA for DHTin the UK.ResultsAfter clarifying the objectives and scope of HS, the UK selects potential DHT through processs including identification,screning and prioritization,evidence generation,and translation and application,providing decisionsupportfor their entry into clinical use orearly healthcare insurance acces.EVA is conducted for DHT incertain key disease areas,with a process encompassing topic selection,evidence generation,and decision一making and appication,which preliminarily evaluates the potential valueof DHT based on limited early evidence.ConclusionChina can draw on the UK's experiences to establish a DHT horizon scaning mechanism,strengthening forward-looking planning in macro decision-making;establish an EVA system adapted to national conditions,improving evidence through practice;integrate multi一source database resources to enhance assess ment efficiency with technical support,thereby promoting the scientific and orderly development of DHT.
