Abstract： Under the challenges posed by multi-threading，multi-fields， new scenarios，and more pressing time pressures in the new era，the implementation of the new nationwide system for tackling key core technologies faces higher requirements. By tracing the evolution of practice and exploring the theoretical boundaries of the new nationwide system for tackling key core technologies，it is found that the evolution of this system can be divided into four stages：the foundational stage，the stage of transition from practical exploration to experience summarization，the stage of scenario enrichment and conceptual evolution，and the stage of focus and formalization. This study employs a typological approach to compare the organizational implementation methods of different key core technology breakthroughs， revealing that the new national system for tackling key core technologies has three theoretical boundaries.First， the government plays a decisive role. Second， it achieves cross-system collaboration. Third， it involves mobilization-style organization. To continue implementing the spirit of the "Opinions" in the future，it is necessary to further clarify the Ministry of Science and Technologys role as the managing authority，leverage its function as the "overall design department of the overall design department" for key core technology breakthroughs，establish a clear set of procedures and organizational implementation guidelines，and supplement the new national system with an "exit mechanism". The research conclusion provides theoretical support for constructing a systematic and standardized implementation mechanism，which helps promote scientific decision-making and eficient management of the new nationwide system in complex and ever-changing technological breakthrough scenarios.
