“专精特新”中小企业自主创新的驱动机制与组态路径研究

——基于TOE框架的fsQCA分析

Abstract:Based on the overallplanning of“specialized,refined,distinctive,and innovative” enterprises entering the“graded cultivation of innovative enterprises,”and the current situation where the“specialized,refined,distinctive,and innovative” policy plays a guiding role in enterprise independent innovation,this paper takes 122“specialized,refined,distinctive,and innovative”smalland medium-sized enterprises in Shandong Province as the research object. Combining the TOE(Technology-Organization-Environment) theory to construct a research framework,and employs the Fuzzy Set Qualitative Comparative Analysis (fsQCA) method to explore the mechanisms underlying the independent innovation processof“Specialized,Refined, Unique,and New” SMEs and the configuration pathways leading to high innovation performance. The study finds that technology R&D and human resources serve as core driving factors, playing a significant role in enhancing innovation performance. Al configurations require the synergistic drive of multiple factors.Four configuration pathways are summarized: technology-led with organizational resource support,R&D investment with organizational and environmental synergy,technology-dominated with environmental incentives,and technology-organizational-environmental synergy. The study reveals the key driving factors for the independent innovation of“specialized,refined,distinctive,and innovative” SMEs,with technology investment and organizational environment as the core. Under the synergistic interaction of policy and market environments,enterprises select suitable innovation development pathways based on their own resource allocation.
