The Impact of Innovative City Pilot Policies on Urban Innovation Resilience ： A Perspective of Innovative Elements Flow

Abstract：Cities serve as the spatial carrier of innovation activities，and the cultivation of urban innovation resilience is directly linked to the sustainable improvement of national innovation capability. Based on theoretical analysis of the internal mechanism through which innovative city pilot policies affect urban innovation resilience，this paper treats the pilot policy as a quasi-natural experiment and employs a multi-period difference-in-differences （DID） approach to conduct an empirical test using panel data from Chinese prefecture-level cities from 2006 to 2O22. The results indicate that innovative city pilot policies significantly enhance urban innovation resilience，and this conclusion remains robust after a series of robustness tests including placebo tests and PSM-DID validation. The marginal enhancement effect of the pilot policy on innovation resilience is more pronounced in cities with higher administrative levels，significant location advantages，and abundant scientific and educational resources. Additionally， as the foundational innovation resilience capacity improves，the enhancement effect of the pilot policy continues to strengthen. Mechanism analysis reveals that the pilot policy enhances urban innovation resilience by promoting the flow of innovative talent elements and innovative capital elements.Further analysis finds that innovation resilience across China as well as within the eastern，central，and western regions will gradually converge，meaning regions with lower innovation resilience levels will catch up with those with higher levels. This study provides empirical evidence for improving regional innovation policy tools and advancing the modernization of urban innovation governance systems，offering important insights for late-developing cities to break through innovation development bottlenecks through policy empowerment.
