Research on the Path of Provincial Mobile Government Service Capacity Enhancement under PV-AG Framework：Configurational Effect Analysis Based on fsQCA Method

Abstract：As digital government advances， provincial mobile government service capacity shows significant regional disparities. This study constructs a " Public Value- Adaptive Governance" （PV一 AG） framework and analyzes 31 Chinese provinces using fsQCA to explore the configurational effects of multidimensional factors.Findings reveal that capacity improvement follows " multiple conjunctural causation" and "equifinality，" categorized into three patterns： "Spontaneous Reform"， "Socially Endogenous"，and "Comprehensive Guidance". The results suggest that improving mobile government service capacity requires leveraging the "leading goose effect" of advanced regions，activating the potential of social capital，transforming peer competition into collaborative synergy，and establishing fault一 tolerant mechanisms for adaptive governance innovation.
