——基于N村玫瑰香橙产业案例研究

Abstract：The Actor-Network Theory（ANT） provides a novel perspective and methodology for analyzing the development of rural characteristic industries.Using semi-structured interviews，case studies， and online research，this study examines the cross-border collaborative development of rural characteristic industries through the case of the rose-scented orange industry in N Vilage，Chongqing.Based on ANT，the research explores the interactive process through which multiple actors-including township governments，village committees，leading enterprises， industry associations，and farmers-construct a governance network.The study finds that market and social forces are increasingly significant in the development of characteristic industries，making multi-agent collaboration an inevitable trend.The construction of an actor network for rural characteristic industry development is a complex and dynamic process，encompassng four stages of translation：problematization，interesement，enrolment，and mobilization.The paper analyzes the operational mechanism of this actor network and proposes that during the problematization stage，it is essential to identify the dilemmas of various actors and establish a clear obligatory passage point （OPP）.The government should define its role boundaries and leverage its capacity for resource integration and coordination.In the interesement stage，strengthening interest linkages and addressing the needs of different actors are crucial. The enrolment stage requires attracting participation through institutional，technological，cultural，and organizational means，fostering a "leading goose" efect. During the mobilization stage，innovative cooperation mechanisms should be developed，emphasizing the leading role of key actors such as leading enterprises and industry associations to facilitate industrial revitalization.This study deepens the understanding of the collaborative governance mechanism of ruralindustries at the theoretical and practical levels，and provides reference for relevant policy optimization and practice promotion.
