Research on the Construction of a Support System for Scientific and Technological Talent Innovation and Entrepreneurship Oriented towards New Quality Productive Forces

Abstract：In the context of new quality productive forces driving high-quality development，the innovationand entrepreneurship capability of scientific and technological talent has become a pivotal factor shaping technological progress and industrial upgrading. The Fourth Plenary Session of the 2Oth CPC Central Commitee set forth the strategic imperative to accelerate high-level scientific and technological self-reliance and to steer the development of new quality productive forces.To align with this requirement，a systematic review and comparative analysis of policy documents，representative domestic practices，and international models is conducted to construct a support system oriented toward enhancing the innovation and entrepreneurship capability of scientific and technological talent.The results indicate that capability enhancement is constrained by uneven spatial distribution of innovation resources，insufficient efficiency of technology transfer，institutional and ecological barrers，and inadequate alignment between talent structures and regional development needs.Policy supply also exhibits gaps in goal alignment，factor allocation，regional coordination，and ethical-legal safeguards.Based on these findings，a six-dimensional support system encompassng strategic guidance，technology transfer，ecosystem building，talent development，regional coordination，and ethical-legal governance is proposed，offering meaningful direction for strengthening the contribution of scientific and technological talent to new-quality productive forces and improving the innovation-driven development mechanism.
