Research on the Reform of Talent Evaluation Mechanisms in the Context of New Quality Productive Forces

Abstract：Technological innovation has injected strong momentum into the development of new quality productive forces.Science and technology talents are one of the decisive factors in the development of new quality productive forces.The evaluation of science and technology talents serves a value-oriented function.It is necessary to accelerate the establishment of an evaluation system for science and technology talents that focuses on innovation value，capability，and contribution，and further improve the incentive mechanism for science and technology talents.The current evaluation mechanism for science and technology talents strugges to meet incentive requirements，lacks sufficient value orientation，offers insufficiently refined tiered and categorized evaluations，and falls short in considering the unique factors of innovation activities and the growth paterns of talents，while the innovation environment needs improvement.The paper proposes an evaluation mechanism for scienceand technology talents aimed at fostering thedevelopmentof new quality productive forces：leveraging thevalue-oriented functionof talent evaluation，re fining tiered and categorized assessments，stimulating the growth potential of young science and technology talents，establishing acoordinated mechanism that integrates education，scienceand technology，and talent development，forminga closed-loop mechanism of“evaluation-cultivation-utilization-transformation，"and making policy recommendations to create a favorable innovation ecosystem.The approach emphasizes using evaluation to promote cultivation，utilization，and transformation，thereby inspiring various types of scientific and technical personnel to engage in innovation and entrepreneurship.
