Quantitative Evaluation of Talent Policies in Second-Tier Cities in Central ChinaBasedonthePMCIndex Model

Abstract:Talent is a strategic resource of the country and the region.Against the backdrop of widespread talent structure saturation and intensified competition in first-tier cities,central China is actively absorbing industries and talent,thereby participating in the nationwide competition for talent.This study collected 158 talent policy texts from second-tier cities in central China between 2Ol5 and 2024. Usingacombination of policy text analysis and the PMC index model,aquantitative evaluation of these policies was conducted.The findings indicate that,on average,talent policies in second-tier cities in central China have achieved an excellent level of consistency index,demonstrating high proficiency in resource integration and policy design,with the number of policies increasing year by year.However, the application of policy tools remains relatively homogeneous,and there are noticeable differences among cities in terms of policy coverage and systematic development. In response to these phenomena and issues, the study proposes recommendations for optimization,including establishing long-term mechanisms,promoting cros-departmental collaboration,and facilitating intra-regional talent mobility. Theoretically,the study ofers a macro-analytical approach to regional talent policy research from a comparative perspective. Practically,it provides references and innovative insights for policy learning and formulation,assisting local governments in focusing on their comparative advantages in attracting and utilizing talent,thereby enhancing the effectiveness of talent policies.
