基于LDA一PMC指数模型的科技成果登记政策量化评价研究

Abstract：Thepolicy on the registration of scientific and technological achievements is a fundamental system that connects scientific and technological innovation with the transformation of achievements， and its quality directly affects the eficiency of achievement transformation.In view of the lack of systematic quantitative assessment of this policy in existing research，this paper aims to scientificaly evaluate the intrinsic quality of the policy，identify core issues and optimization paths，and provide a theoretical basis forbuilding ascientific and eficient policy system for the registration of scientific and technologicalachievements.This study selected 31 provincial and municipal-level policy texts for the registration of scientific and technological achievements and innovatively integrated theLDA theme model with the PMC index model.The policy topic structureis mined through the LDA topic model to identify the core topics.An evaluation system consisting of 1O first-level variablesand 37 second-level variables was constructed using the PMC index model. Quantitative scoring，grade assessment and visual analysis were conducted on1O typical policies to evaluatetheir internalconsistencyand design quality.The research found that the policy themes cover five core areas：achievement registration management，innovation，certification，applicationand transformation，and supervision and evaluation.The1O typical policies as a whole were rated as "acceptability" or above，among which the policies of Anhui Province stood out.However，the policy system has problems such as an imbalance in management and transformation orientation，delayed timeliness，an incomplete incentive and restraint mechanism，and a light weight in assessmen.Based on this，optimization paths such as balancing policy orientationand establishing a dynamic adjustment mechanismare proposed to provide references for enhancing policy effectiveness and accelerating the transformation of achievements.
