Abstract: The service of Archives to school education and teaching realizes the two-way empowerment of Archives function upgrading and school education and teaching through social relationship reconstruction,cognitive model adaptation,cultural behavior shaping and institutional structureoptimization.This paper firstlyinvestigates the innovative practices of the National Archives of the United States in empowering school education based onembeddednesstheory,then constructsanaction framework for China's Archivesto serve education fromthe perspective of embeddednesstheory in combination with reality.Chinese Archives can empowerschool education by constructing relationshipnetworks toformacollaborativeintellgencemechanism,refiningdemand levels toimprove service supply-demandadaptabity,anchoring culturalobjectives to strengthen the foundationof cultivating people through culture",andlaying out a governance ecology to explore a service effectivenessevaluation system.
