Abstract:Thecompetency structureand literacy levelof archival profesionals directlyimpact theeffectivenessof thedigitaland inteligenttransformationof archival endeavors.Basedonan investigationinto theoutcomes of the "Three Types of Talents "initiative,it has been found that although progresshasbeen made in cultivating high-level, specialied,and sklled talents in the archival industry,challengessuchasa homogeneous competencystructure, insuficient digital and inteligence literacy,and imperfect evaluationand supply mechanisms persist.Toaddress thesechallenges,this paper proposes a comprehensive competency framework forarchival talents,integrating "New Quality Productivity"and "Digital-Inteligence Literacy,"andconstructsathree-tiercompetencystructureof "CoreSupport-Expansion."Italsodesignsascientificevaluationsystemandadiversiedsupplymechanism,formingaclosedlopsystem of "Framework-Evaluation-Supply-Dynamic Regulation-Platform Support."Theresearchdemonstrates that through thedeep integrationof New QualityProductivityand DigitalInteligenceLiteracytheoreticalsupport and practical pathways can be provided forthe cultivation,evaluation,and dynamic management of archival talents,therebyenhancing thestrategicresponsivenessandinnovation-drivencapabityofthearchivalindustryinits intelligent transformation.
