Abstract:This papertakes CentralPlainsculturalarchiveresources asitsresearchobject,revealing theirdualatributes as bothdata elementsand cultural capital.Itconstructsa three-tier mechanismforthe transformationof resource digisation，dataassetisation,andasstcapitalisation.Datadigitisationlays thefoundationalbasis，whileassetisation achieves a critical leap through property rights definition,value asessment,and circulation mechanisms.Thepaper further proposes innovative pathways to empower three major industries: providing cultural cores and material repositories for the digital culturaland creative industrytoproduce high-qualitycontent;driving the integrationof culture and tourism to achieve immersive scene reconstructionandsmart services,thereby enhancing eficiency; and infusing traditional craftsmanship wisdom and brand cultural connotations into modernagriculture and manufacturing to enhance added value. Research indicates that constructing and implementing the aforementioned value conversion mechanisms isakeypathwaytoactivating Archivesasanew typeof production factor,transforming themfrom'guardians of history'to'enablers of the future,'therebyenhancing totalfactor productivityand promoting high-quality regional development.
