Abstract：Against the backdropof thenational"Al+" strategy and the"15th Five-Year"inteligent governance plan， archivaldata governanceis transitioning from informatization tointeligent governance.Basedonnational Alpolicies andthe Digital China initiative，this papersystematicallyanalyzes thelogicof paradigmreshaping inarchival data governance empoweredby"Al+".Throughliterature reviewand case studies，itconstructs α "Three-Tier Al-Enabled Archives Governance Model"（technical layer-institutionallayer-valuelayer），revealing its inteligent evolution mechanism.The studyfinds that Alsignificantlyenhances thecollection，processing，andservice levels ofarchival data，driving the governancesystemfrom technology-driven toinstitution-andvalue-orientedinteligent governance. Integrating practices from the National Archives Administration and local cases，this paper proposes three optimization pathways： establishing a data convergence mechanism to facilitatecros-departmental collaboration; improving algorithm regulationand ethical assessment systems; and building a multi-stakeholder participatory intelligent Archives governanceecosystem.The study recommends refining archival data governance standards， establishing Al oversight and ethical frameworks，and developing inteligent governance demonstration zones to provide a pathway for modernizing Archives governance.
