标准化视角下智慧食安监管体系的核心要素解构与协同治理机制研究

——基于临平区机关事务服务中心的实践探索

Abstract： Under the dual constraints of increasingly complex food safety risks and limited regulatory resources， the traditional human-oriented regulation model is confronted with structural bottlenecks such ascoverage blind spots and delayed responses. As a core support for the implementation and promotion of the smart regulation system， standardization，together withtechnology，institutionandsubjectcoordination，constitutes the keypillarofsmartfood safety governance.Taking the smart food safety regulation practice of the Linping District Government Ofice Service Center asa case，this paper deconstructs its“intellgent prevention”system which is driven bytechnologies including the InternetofThings，artificial inteligence （AI）andblockchain，and guaranteedbystandardization.It extracts four coreelements，namely“technical foundation，institutionalengine，subjectcoordinationandstandardssupport"，and analyzes the operation mechanism and efectiveness ofthefour-dimensionalcollaborative governance model.Practice has proved that this model effectively solves the regulatory dilemma and achieves the transformation of governance paradigm，providing a promotable theoretical framework and practical path for the modernization of food safety governance in institutional canteens and even broader fields.
