Abstract：With the deepening of the market-oriented reform of China’s construction cost management system， enterprise-based quotas have emergedas astrategic indicatorreflecting the technical level， management abilityand market competitivenessofconstruction firms with increasingly prominent strategic value.As a cross-disciplinary， multi-processintegrated system，water environment governance projects arecurrently constrained bythe absence of dedicated national quota standards and the widespread reliance on generic industry quotas，leading to significant deviations incost estimation.Anchored in the policy orientation ofmarket-orientedreformand drawing on the sector's specific characteristics and quota formulation experiene，this paper develops an enterprise quota system framework for water environment governance projects covering l6 professonal categories.The framework provides a practical approach for enterprise-level quotasystem development，offering guidance for implementing market-oriented cost management mechanisms and promoting high-quality development in the sector.
