Abstract：The implementation standards is the fundamental purpose standardization.Under therule law，the implementation standardsis giventhe meaninglawandisregulatedbylaw.Theimplementation standards canbe divided into direct implementation and indirect implementation.From the legal perspective，whether direct implementation or indirect implementation，has two types： First，the subject standards implementation is private subject，andthe natureimplementationis privateacts;Second，thesubjectstandardsimplementationisthepublic authority，andthenature implementation is publicauthorityacts.The former isregulatedbycivillawand has the significance private law， while the later is regulated by public law and has the significance public law.
