Abstract：Thisresearch focusesontheconstructionofaspecializedcollgeinNingboasits mainresearchobject.Byanalyzing thebackgroundoftsonstructioneonstructonprocss，tefunciosofierntpartiipantsswellastesuligee tivenessndtoelsditaboraesooeontdustrterpssdocaioalle tablishedamutuallbeneficialandinterdependentpositiveelationshipinteestablishmentandoperationofthespecilizedllge inNingbo.Howthegovernment'spoliciesandfunds，theorganizationandcoordinationoftheindustrytheplatformsandtec nologiesofenterpriseshaveconvergedintothespecializedcollegeandplayedacreativeroleinthehigh-levelconstructionofthe Ningbo specialized college is also discussed.
