减排目标下黄河流域各省区碳配额分配及补偿研究

Abstract：Carboncompensationseresasanefectivemehanismforsustainingcologicalstability，fosteringquitableandcoordinatedre gionaldevelopment，andaclitatingteachevementofbonemsionreductiontargetsFocusingoteneprovcesandgosin theYelloRiverBasinasthresearcharea，thisstudyintegratedthecarbonquotaalocationunderemissonreductiontargetswithrbon compensation，dentifiedthecarboncompensationsubjectandjectbasedonthecarbnqotaamountcarbonabsorptionamoutandactual carbonemissons，andthecarboncompensationvalueoftheYellwRiverBsinfrom2O1to2O30wasestimated.Theresultsshowhat：the satisfaction rate of the inter-provincial carbon quota allocation scheme in the Yelow River Basin exceeds 94% ，which is easy for each provinceandrgiotcptTebncompesaiteroeityongthiosisgndtoeallsatialpaeis“osaio fromthemiddleandlowerreachestotheuperreaches”.From221to2030，theoverallcarbonofsevlueofthYellowRiverBasindecreases yearbyyear，andtherequiredcentralgovermentsubsidyfundsalsoshowadownwardtrend.Basedonthis，thestudysugests enhancingthesupptinginfrastructureforinter-provincialcarboncompensation，institutingaomprehensive“verticalandhortal” coordination mechanism，and exploring differentiated low-carbon development models for various regions.
