减排目标下黄河流域各省区碳配额分配及补偿研究

Abstract:Carboncompensationseresasanefectivemehanismforsustainingcologicalstability,fosteringquitableandcoordinatedre gionaldevelopment,andaclitatingteachevementofbonemsionreductiontargetsFocusingoteneprovcesandgosin theYelloRiverBasinasthresearcharea,thisstudyintegratedthecarbonquotaalocationunderemissonreductiontargetswithrbon compensation,dentifiedthecarboncompensationsubjectandjectbasedonthecarbnqotaamountcarbonabsorptionamoutandactual carbonemissons,andthecarboncompensationvalueoftheYellwRiverBsinfrom2O1to2O30wasestimated.Theresultsshowhat:the satisfaction rate of the inter-provincial carbon quota allocation scheme in the Yelow River Basin exceeds 94% ,which is easy for each provinceandrgiotcptTebncompesaiteroeityongthiosisgndtoeallsatialpaeis“osaio fromthemiddleandlowerreachestotheuperreaches”.From221to2030,theoverallcarbonofsevlueofthYellowRiverBasindecreases yearbyyear,andtherequiredcentralgovermentsubsidyfundsalsoshowadownwardtrend.Basedonthis,thestudysugests enhancingthesupptinginfrastructureforinter-provincialcarboncompensation,institutingaomprehensive“verticalandhortal” coordination mechanism,and exploring differentiated low-carbon development models for various regions.
