Abstract: The design and survey phase of highway projects is regardedas the critical gatekeeper of quality,safety, and life-cycle cost efectiveness,and itis alsothe stage where risks tend to accumulateand erupt.Conventional managementapproaches often respond pasively to systemic risks such as interfaceconflictsand inconsistent standards.Against the backdrop of new financing models like BOT that impose stricter life-cycle performance requirements, core risks embedded in the survey-and-design stage are decomposed and a fine-grained management paradigm based on a“feed-forward-feedback closed-loop control”logic is established.Systemic risk prevention isachieved through feedforward control mechanisms,whereas process deviations are dynamically corrected via feedback control loops.A case application toalargeandcomplex highway project deliveredunder the BOT modeldemonstratessignificantimprovements indesign quality,avoidanceof enginering changes,and optimization of life-cycle investment performance.A systematic,innovative theoryand practice strategy thataligns closelywiththe inherent logicof modern financing models is thus provided for contemporary infrastructure project management.
