Research on the Path to Enhance the Resilience of the Low-altitude Economic System Based on the Fuzzy DEMATEL-ISM Model*

Abstract:Focusing on thesystemresilienceof the low-altitudeeconomy，a lack ofsystematicanalytical frameworks inexistingresearch isaddressedbyintegratingthefuzzyDEMATEL-ISMmodel.Thirteecriticalfactorsareidentified acros five dimensions—technology，policy，market，infrastructure，and social environment.The inter-factor influences and mechanisms arequantified，revealing a three-tier hierarchical structure:policies and regulations form the deep-roted driving layer，the social environmentactsas the intermediatetransmission hub，and technology，market, and infrastructureconstitute the surface-dependent layer.Threecore transmisionpathways—“policy-society-technology”“policy-safety-infrastructure”and“policy-society-market”—are further distinguished.Aresilience enhancement routeand staged implementation strategyare proposed folowing the logicof“policy-driven，environment-optimized, and implementation-grounded”.The findings provide theoretical grounding and practical guidancefor evidence-based government decisions and enterprises’risk resistance，ofering valuable reference for accelerating the healthy and rapid development of China's low-altitude economy and strengthening its global competitiveness.
