A Resource Orchestration Perspective on Organizational Data Governance Transformation: A Case Study of the Water Authority of Shenzhen Municipality

Abstract:Thedeep application of digital technologies is graduall transforming internal management models and governanceapproaches within organizations.Digital transformation has become a key strategic initiative for enhancing organizational competitivenessandadapting to the evolving era.However,many organizations encounter suboptimal outcomes in their digital transformation efortsdue to inadequatedata resource management and governance.According to theresource orchestration theory,managers must engage in structured resource management activities to convert organizational resoures intocompetitiveadvantages.Data,asa critical resource,requires efective governance tounlock its value and drive digital transformation.Guided bytheresource orchestrationtheory,this research explores how data as a strategic resource can be efectively governed to achieve resource orchestration and integration,therebyfacilitating organizational digital transformation.Basedona single longitudinalcase studyofthe smart water platform developed by the Water Authorityof Shenzhen Municipality,and through multi-sourcedata collction,this research systematically analyzes the entire transformation processIt identifies the rolesand mechanisms of data governance from four dimensions:top-level design,standardsdevelopment,technological enablement,and application-driven implementation.Thefindings highlightthesupportiveroleandvalue pathwaysofdata governance inorganizational transformation, offering a practical reference for other organizations undertaking similar initiatives from a data governance perspective.
