Abstract:TakingNanjingCounty,FujianProvinceasacasestudy,thisstudyanalyzestheorganizationalecologybotlenckinru raltalentrevitalization,characterizedbythecoexistenceof“theincapableinpositios"and“thecapableontemargis”.Teseach revealsthattelosureoftheorganaalsystendtesinglariyofinceiemecanismsaeteootcaussfortedlingialityof“position-holders”withinthesystemandthemarginalizationof“capableindividuals”outsideit.Thekeytesolvingthistructur almismatchoftalentliesinaparadigshiftfromindividual-basedtalentacqusitiontosystemicrefoof teorganizatioalology. Thisinvolvesshapinganzatioalstrutures,cetieehansms,ndoveranceoelstbuildistittioalbdgs,ltitely enabling synergistic empowerment between forces inside and outside the system.
