Abstract：Communitygovernanceis thekeytograsrootsgovernance，whileruralcommunitygovermancehasbecomeaprominent andfocallinkinsoialgoveaeduettecostraintsoftraditioalculureandgeoapicallocatioTbuildagasrosgo ernancemecansmndiovaeteuralomunityoveanceodls，tisessarytchmporacetosteingthing cultureofadministrativeruleoflawintheprocessofruralcommunitygoveranceonthebasisofadheringtothecomprehensiveruleof law，andupholdteprincipleofomprehensivestatutoryadmiistraivepowersForruralcommunitiesmovingfromtetraditioalanagementmodeltoapluralisticooveranemoel，itisentialtotakeeconceptofteruleoflawastegudeandtedmsatie ruleoflawastesupportandguarantendneedtotransforthetraditionalinteractionmodelotedinfamilyandblodisintoa moderncultureoftheruleoflaw，topromotethemodernizationof theruralcommunitygovernancesystemandcapacity，andthusforma pluralistic social governance mechanism of co-construction，co- governance and sharing.
