Abstract：Citieseveascucialsetingsformodernzationandthenhancementofurbangovernanceefectivenessispivotalte progresionofChinese modernization.Asakeymechanisminurbangovernance，grid-basedreformplaysasignificantroleinadvancing goveaceeivensrothpespectiveofectorsifueingfivens，issdypropsmsiolaly calframeworkof“instution-technology-perception”todelveintohowgrid-basedaproachesempowerubangovernanceeffectiveness.Gridreformeancesurbangoveancefectivenessthroughtherefinementofgoverancestructures，teintellgentaplicatioof dataempowerment，ndthentworkingofultistakeholdercrdination.However，chalengessuchasistitutioalsupplyfailur，in effectivedigialmpowetdisoerincolativeoveaepsistingtfoprosIissstialaldeploresynergisticathwaytoimprovebangoveanceefectiveness touhthreemchanisms：pressuretransmissonalueding， and field reconfiguration.
