Abstract：To meet the requirements of abrupt water environmental pollution accdent disposal in thenew era and address theshortcomings ofexisting informationsystems inChina，thisstudydesignsanemergencycommandsystemcovering the whole processof“pre-event，occurrence，during-event，andpost-event”bystandardizingemergencyresponsedisposal procedures， constructing a professional environmental emergency knowledge base，and developing functions for pollution simulation prediction and impact analysis， which provides a new solution for the emergency command of abrupt water environmental polution events.The systemasists environmental emergency personel indecision-making basedonpredictive analysisresults and knowledge base functions，effctivelyresolves theproblemof non-standard disposal caused bythelack of experience of emergencypersonnel，improves thesientificityandeficiencyofemergencydecision-makinganddisposal，andprovides technicalsupportfor promoting the high-qualitydevelopmentof ecologicalandenvironmental emergency management.
