Abstract： In order to investigate the evolution，agglomeration characteristics and influence mechanism of the spatial layout of the offshore fishing industry during the Tenth，Eleventh，Twelfth and Thir teenth Five-YearTo investigate the evolution，agglomeration characteristics and influence mechanism of the spatial layout of offshore fishing industry during the period of the Tenth，Eleventh，Twelfth， and Thirteenth Five-Year Planes，the article applies the data of China’s ofshore fishery production from 20Ol to 2O2O，and utilizes the center-of-gravity migration model to elaborate the stage characteristics and path of the industry's spatial layout，and analyzes spatial corelation using exploratory spatial data.The center of gravity of China’s offshore fishery industry migrates to the south as a whole and always stays in East China， with increasingly obvious spatial correlation and significant agglomeration effect，and policy support，resource endowment，technical level，and market conditions are important mechanisms for the evolution of spatial layout.The center of gravity of China's offshore fishing industry is stable，but the number of local areas with insignificant autocorrelation is relatively large， and there is still room for improvement，and it is proposed to“clarify the regional division and continue to improve the support of the policy system; reasonably match the resource endowment and market conditions of the region; comprehensively push forward the upgrading of equipment and technology; and pay attention to the cultivation of talents and team building".
